Honestly, I don't think Seacrest has anything to do with the chart. Although he's the host, someone else is responsible for compiling the songs and their ranks, which he has a copy of and reads from during the broadcast.
It's a lot like my station's countdown show. Almost everyone on staff has a role to play in putting it together each week. The evening DJ is responsible for the writing, the afternoon DJ (also music director) works with someone else behind the scenes to compile the songs and their ranks, and last but not least, the morning show team are the hosts who pretty much read from the scripts written by the evening DJ.

If that ever happens, that's very rare. The shows are recorded days, perhaps weeks before they go to air on the radio. Since the show airs during each weekend, the host and the crew take time outside of their regular radio shows to put everything together.
So this includes recording announcements of the songs and their positions on the chart, music and entertainment news, etc. Then, they have to figure out how the songs are compiled, arrange the show's format in terms of when and how the segments will air (songs, interviews, etc.) And this is keeping in mind that both Rick Dees and the AT40 have two versions, one for Hot AC and one for Pop.
It took me a while to figure out that as a listener, while it may seem that these shows are live, they're really not once you understand and appreciate all the work and time that is required in putting it altogether. Far from the regular shift of a DJ doing a live radio show, when he/she improvises and looks for things to talk about in such short time to keep listeners interested, aside from the music.
