I think we all know that somethings going on because every song is getting bad updates and recurrent songs are getting more spins. ??? ??? ???

It means that songs not chosen by the national Clear Channel playlist get bad updates the week this goes into effect, and will slow down thereafter due to decreases in overnight spins. This should affect songs not on the national playlist that were being played on those particular stations overnight. It should have less affect on low-charting songs that those stations hadn't picked up yet, or weren't playing a whole lot yet, which is why bad updates in the 41 and below positions probably have nothing to do with this consolidation of overnight playlists.
