How do radio stations decide their recurrents?

How do they? Do they just randomly pick some old tracks and put them on light rotation, or do they have some actual process of choosing recurrents?

^When I lived in Charlotte I remember bein called for callout surveys which def. included recurrents...and think stations are usually pretty safe playin tracks like Yeah, Slide, How You Remind Me, The Way I Are, etc. cause their burn scores were always so low

Also thinkin CHRs look to Hot ACs in their markets and "cover" the older tracks the HACs aren't playin
