R&B, Hip Hop, or certain sub-genres of Gospel are considered Urban.

Urban is pretty much black music.
R&B is a specific type of urban music.
Both Kanye West and and Keyshia Cole are urban artists, but only Cole is an R&B artist.

Stations labeled as "R&B" stations are Urban AC stations. Urban AC's advertise playing R&B while Urban's are very specific to advertise "Hip-Hop and R&B". Rhythmics usually just say "Todays hottest music" and occasionally use the word Hip-Hop.

When people talk about the R&B charts they mean the chart that Billboard publishes that is ranked by the audience of the urban and uac formats, and any commercial singles that still exist.
When people talk about urban, they just mean the format, which is usually ranked by spins.
