Do you guys know how a station like WKSC/Chicago can be 14th in traditional Arbitron ratings, and then #1 in the market according to PPM? Does that mean it's being played in tons of stores?

Where is the data you're using? I thought when a market changes to PPM there are no more ratings using diaries done there. WKSC is CHR-Pop (I won't get into whether that is accurate) and the change to PPM has been good for CHR-Pop stations.

Allaccess.com (under the Arbitron link) has all markets by diary ratings, an then the larger markets by PPM Don't understand how CHRs could be that low by diary though (14th) and then that high by PPM (1st) - people are afraid to admit they listen to the station? ???

EvanJ is correct. There are no more diaries in Chicago. It's all PPM.
The data you're seeing on AllAccess is ratings share data (where Kiss is 14th) and cume data (where Kiss is 1st). Both of those are figured from the PPM data.
Share is the total amount of radio listening done to that station as a fraction of all radio listening in the market.
Cume is the total amount of people that listened to the station within the past month.
The data for Kiss can be interpreted as: A lot of people listen to the station, but many only listen to the station for a short amount of time.

Is that to say that Share is the more telling number when considering a station's popularity?

^^
Possibly. Another factor that wasn't mentioned is time spent listening (TSL). Sure, share and cume is important, but you want to have TSL on your side for advertising purposes.

Is that to say that Share is the more telling number when considering a station's popularity? Yes, and share is also the metric used by ad-buyers to decide what stations to place their ads on.

With the advent of PPM in more and more markets, many radio stations have boosted the amout of music they play in AM drive while simultaneously cutting down on the morning team chatter; the effect is that music-intensive shows in AM drive are doing better ratings wise.
Ryan Seacrest of CC's KIIS-FM was reprimanded by his superiors for talking too much, and was indeed ordered by his superiors to start playing more music, and he actually told AM drive competitors Kevin & Bean of CBS's Alternative icon KROQ the exact same thing on their radio show earlier this year, which caused quite a stir in the industry, to put it mildly.
