Another way of answering this question is to consider why Madonna has never done the halftime show. People nearly committed mass suicide over a Janet Half-Time Show, can you imagine what would have happened after a Madonna performance? That's why she was never picked. And really, I'm not sure Madonna would have gone/would go for it anyway.

I really think the girl is at her peak with this album. And after Glee following the Super Bowl received some negative feedback I think the halftime shows aren't going to be Gaga friendly anyway.

I hope to god she's not involved in next year's Super Bowl. I don't want her doing anything crazy to mess up our Indy Super Bowl hosting! The only thing that would make the Indianapolis Super Bowl better would be a Kelly Clarkson national anthem! I'm holding out hope! But I wouldn't be surprised if they had Gaga do the halftime show next year, I'm just hoping it isn't so though.

She reminds me of Cher. She likely has long-term plans to stay in the spotlight. I don't see her focusing on kids/family in the near future. She'll likely keep going for as long as people care. Eventually she'll do the SB for sure.

It's so weird how the Super Bowl ended up going (and staying) in pretty much the opposite direction of what most would have expected - current pop stars, rather than old legends. I don't think Gaga will get it next year; that seems too soon after she just sang the anthem, and I have my early bets on Rihanna being next, besides. But I wouldn't be surprised to see Gaga get it a few years down the line.
