This was one of many outtakes produced from the "Planet Pit" recording sessions, which originally leaked in April of last year.
I have to say this has become a guilty pleasure of mine, and I find this catchier than three-fifths of "Planet Pit". I happen to think of the LMFAO collaborations, this is certainly more immediate than "Took My Love" (which is accessible enough, just not as memorable) so it's beyond me (aside from the John McCain and his wife reference, which is its sole flaw and I would have edited) why this didn't make even the final cut for the Deluxe Edition.
Is it beyond ridiculous? Of course it is. But this really works to me because it finds a nice balance between promoting safer sex/proper contraception, while also not taking itself seriously at all and not being preachy about it. It's a clever twist on a crucial issue that carries the point through in its insanely, deliriously catchy hook without hitting you over the head.
I also like the comparatively organic use of instrumentation on this track compared to most of Pitbull's output this cycle. The coupled use of whirlwind keyboards, cowbell and brass instruments against a stomping militant beat replete with hand claps makes for an intoxicating listen to me.
So my verdict is "Rubber On" is a ridiculously, silly song that nonetheless doesn't derail itself into a "My Humps" sort of cringe-inducing novelty song territory, and I can't help but admire for actually touching on a topic that virtually never gets addressed in popular music. It should have made "Planet Pit" and why it didn't is beyond me. Its musical texture definitely crosses the "Mr. Worldwide" mentality of the record to a T, and it is also hand-in-glove consistent with the album's party-heavy nature topically.
