If bots want to pay for songs why cant the sales be counted? Because it's not real people. It's literally cheating. It's not even a legitimate sales/marketing tactic, it's literally fraud. If you allowed these bots to make legitimate sales purchases to count for the charts, they become pointless as nothing would stop everyone from doing it. It suddenly becomes a chart of who is the richest. But I thought it was fans in China just changing their VPN so they can purchase it since it wasn't available in China yet.

It's definitely not fraud, it's more along the terms of accidental manipulation. Fraud would be them gaining something monetarily, which unless you count more exposure in the US inadvertently, it's just changing the chart without having any intention of it. They're still paying their own money for it.

I'm sure some of those purchases were real consumers with VPNs (not that this makes it any more acceptable if they are not actually from the US), but the way Wu's songs immediately spiked from dark red to dark green to push Ariana's percentage back more than 45% in one update is not a natural buying pattern. You're not just seeing the moment when the programmers screamed in fear, you are seeing the moment they were all given the same nap break. They were probably woken up by an emergency alarm set to go off if another song reached 98%.
Fraud doesn't necessarily have to result in direct financial gain for the purchaser(s). Anything that purposely manipulates results for a desired outcome (chart position, free press, higher visibility to real consumers who might make a curiosity purchase) would be considered fraudulent.

While the gift card surge was minimal this year, it still did trend young yesterday with arianna thank you next soaring to the top and tons of Billie elisish songs climbing the chart

Remember when several songs would sell over 400k this week? That was really fun to watch. Might be just because the Spotify crowd favors material I don't enjoy, but the iTunes charts were way more fun to follow.
