I know radio programmers have to pick songs that they think their key audience would like. But do radio programmers also factor in song length when they choose songs that are shorter so that they can fit more in a rotation? Like would programmers have a preference to play like City High "What Would You Do" than Justin Timberlake's "Like I Love You"?
Also, has song length hindered or helped a song's spin count?

At CHR/Pop, it can and that's why there are radio edits. At formats like Alternative and Urban AC, they'll play a 12 minute song without a problem.

San Diego's KFMB-FM will not hesitate to chop down a song if they think it'll be too long and their editings are a train wreck.

It not only has to do with spins, it also has to do with spots. As long as radio stations can sell spots for a certain show, it determines how much time you have for music. Don't read into the jargon that stations play so much music an hour. It just is small talk, with we're having trouble with selling spots at a certain rate. Big radio companies (i.e. Clear Channel, Infinity) will always sacrafice music for an extra buck. If that means playing a radio edit every time to get in an extra spot or two, then so be it. CHR/Pop stations for years have been playing the shortest versions possible. I remember growing up going and buying an album, and taking it home to listen to and I would hear an entirely different song, and say, "This song is much longer than the one they play on the radio! And Much Better!" It is a just another gimmick for more music and MORE SPOTS!!!
