^In Pollstar's mid-year report, Damita's gross was listed as $15.9 million for 45 shows in 28 cities. Since the June 30 cutoff date for Pollstar, she had an additional 30 shows. The per-concert gross for those 45 shows was roughly $353,333.
So, using that average, the remaining 30 shows through Nov. 8 (Billboard's cutoff date for the year-end chart), that would be an additional $10.599 million- taking the total to less than $27 million. And that's if all for the dates were reported, which, it doesn't look like they were. Same for Britney Spears' tour. Through Nov. 8, her tour had 60-plus dates (39 reported to Billboard).
Pollstar has been estimating for unreported shows, so we'll see how its list looks upon release.

^That is true- but, I was just using her per-concert average gross via Pollstar to illustrate that she would not have finished in the top 25 on Billboard's list, anyhow.

Katy Perry has the worst ratios up there. She had the second highest amount of shows on the entire list at 98, a higher audience than those ranked 7 through 12 but yet she only clocked in at number 13. Her sellout ratio, compared to the others, isn't strong either.

It looks like she must've charged much less than other acts on the list which would explain the high attendance but only placing at #13. I think that's a good thing, though. I don't go to many concerts because they are too expensive.

Billboard includes 39 grosses for Spears' tour. The chart would not include any dates past Nov. 8, but, still, some obviously were not reported. The only explanation that makes sense for unreported shows is that the figures were particularly underwhelming for those dates (not just Spears, but for any act whose shows go unreported). Some promoters probably opt not to disclose the info; some do, no matter how dismal (as we've seen on the Boxscore chart).
Like said, Pollstar estimates for any unreported shows, so we'll see what appears when it releases its year-end chart.

Perry's ticket prices were incredibly lower than the others on this list. Hence the large number of shows and only #13 placing.

Janet? A tour playing at theaters with 2,000 to 5,000 capacity isn't going to compare or stand up next to tours playing at arenas with 10,000 to 15,000 capacity. Up Close and Personal :)

Gaga looks mighty impressive to me. Top 10 with only 45 shows and other solo females around her ended up doing around the same or less with about double the amount of shows to do it. I am concerned her next tour will struggle though.

I am concerned her next tour will struggle though. Really? If anything, I think it'll be able to match, or nearly match, the success of the Monster Ball. Gaga's a big ticket to notch, and with a tour as hyped as hers, I'm sure people will be throwing money at Ticketmaster and the scalpers to get their hands on them. That, and with the potential of her doing a 450-date tour right off the bat, with more possibilities of adding even more dates after those, I can't see this next tour doing anything short of jaw-droppingly fantastic in terms of statistics & revenue.

Promoters have the option of releasing figures. A majority of Asian and European promoters do not report to Billboard. That is why a majority of BB's figures will be with US/CAN/UK/AUS. More EU figures will be reported if they are backed by AEG or Live Nation. Pollstar figures are obtained via the venues. This is why their lists are a little more comprehensive. They collect these figures once a quarter (4x a year). I don't know why PS stop reporting the Top 100 and dwindled it down to the Top 25?
