If Finger Eleven has the same total number of spins on the R and M panels, then doesn't that mean that the additional stations on M that are not on R are not playing Finger Eleven at all?
And if that's the case, then why doesn't the LW spins match?

You could always subtract the two lines...
M 10 10 FINGER ELEVEN One Thing 309 306 03 -R 08 08 FINGER ELEVEN One Thing 309 292 17 M-only FINGER ELEVEN One Thing 0 14 -14
It appears that last week, the song got 292 spins on "R" panel stations and an additional 14 spins on "M" panel-only stations. This week, all 309 spins must have come from "R" panel stations, so whatever "M" panel station(s) playing the song must have dropped it.
