Hot 100 peak position measures popularity in the US only for that time period only. Limited in scope if you use it to 'tell the whole story" on a songs popularity. After the specified period of the peak position lapses, popularity and perception of popularity can and likely will change.
I would say Hot 100 peaks NEVER tell the whole story

I wouldn't say "never," because there are many instances where they do tell "the whole story," but definitely not always.
I mean, "Umbrella" was a seven week #1 hit and went down in history as arguably one of the biggest hits of 2007. It remains to be one of Rihanna's biggest and one of 2000s' biggest hits and there are many other examples like it.
But, obviously, there are many, if not more, counterexamples as well. I mean, we're talking about one right now, ha ha.

Regardless, my point still stands. If they had 2 hits before and one now, 20 years after their debut, that doesn't make them comparable to Britney, Justin Timberlake, P!nk, etc. That's like saying (in the US only) when "Can't Get You Out of My Head" was a hit that Kylie's career had shown as much longevity (again, only talking about the US; I know she had lots of success elsewhere)as Madonna. It's just completely wrong when the time inbetween those hits was full of flops.

People talk about Mariah having "staying power", geez, Daft Punk released their first hit in 1997 (15 years ago!!!), they're up there with Britney, Christina and Justin! It's pretty awesome to see all these "veteran" acts staying relevant! Something here is not like the others... dun... dun... dun....

She may be flopping but her career isn't over yet. It may just be a feature, and even though it's just my personal opinion that the chorus makes the song, she was also featured on Moves Like Jagger, and Your Body/Not Myself Tonight did well enough to say that she's still active in music.

It isn't her presence or her name that is making it a hit though. She's essentially faceless on the track. It could've been Wynter Gordon or something, and it still would be a hit. (imo)

But the song is still technically doing well and keeping her relevant, even if her starpower isn't the reason behind its success. Though I do think her vocals helped the song a bit.

I guess it depends how one defines "relevant." Is she on a song that was a hit? Yes. But does that mean she is relevant herself and that she can have a hit on her own? The answer is no. When is the last time Christina had a legit hit where she was the lead artist?

I doubt Christina helped "Moves Like Jagger" much (just compare her and Maroon 5's follow-up single to "Moves Like Jagger" -- the only thing they have in common is that they're critically panned,) but I do think she played a part in the success of "Feel This Moment" (which underperformed btw.) However, knowing her own chart positions, it's hard to attribute any of its success to her. Is "Just a Fool" gold yet? Is "Lotus" even halfway to gold? She had GOOD promo this era. Her last legitimate hit was "Hurt," IN 2006. None of the three albums she has released since 2006 has gone gold (or sold over 1 million worldwide.) She hasn't toured since 2007. I still don't consider her music career completely dead though because I don't see her label dropping her even if she continues to flops. It puzzles me how she fails to do well on charts but she's still somehow a bigger celebrity than -- for example -- P!nk and Kelly Clarkson, both of which are more successful than her right now.

Kind of sad how #2 on digital songs only gets you #12 on the H100... But hopefully it'll go top 3 soon! I agree. The addition of streaming definitely makes the chart a more accurate representation of what is popular each week, but I do miss the days when it was simply sales and airplay. It just seems a little absurd to me that a song selling over 200,000 copies can't even manage a Top 10 peak on the Hot 100 these days.
