George Strait probably when looking at sales & airplay.
Just sales would be Garth Brooks and just airplay would be Eddy Arnold (based on Billboard's chart book).

The man with the highest sales is Garth. The woman is Shania.
The man with the highest airplay is Eddy Arnold. The woman is Dolly Parton.
The man with the most successful combination of sales and airplay is George Strait. The woman is Reba McEntire.

Since Garth is the third biggest selling LP/CD artist of all time, that's a no-brainer.

I also read in BB that Tim McGraw has spent more weeks at #1 than anybody; 'Back When' is his 22nd #1 @ R&R, and 21st @ BB, so that makes sense.

Tim's singles have spent over SIXTY weeks at #1, and that's the most by anybody ever, according to Blair Garner of 'After Midnite', who uses Billboard for his info.
Considering that his four #1 singles from his 1997 blockbuster CD 'Everywhere' were responsible for almost HALF of those weeks, that should tell you something!!
He's had 18 #1 singles since 'It's Your Love', and that's also more than anybody else.
