It's also on R&R's website this morning. Don't read much into this. Yes, they will cut down on commercials and they want the public to see that they are cutting down on Stop Set Lengths, but the less ads they air, the more they can charge for them. Clear Channel will be able to command more for the price of a spot.
They could also daypart this. You will not see much of a reduction during Morning or Afternoon Drive, but Middays, Evenings, Overnights, and Weekends, you could see a drastic reduction.
Believe me, I'm sure they did their research and covered themselves, so they don't lose any money due to this and all the time they will probably stand to make a lot more money. ;)

With all the airchecks I have I could time the commercial length of the CC stations.
As I was taping WASH recently, the stopset was nine minutes long.
