I think he's saying like this:
(made up/estimated numbers) "Blurred Lines" had 100 million AI from pop but only 50 from Urban and Urban AC (which would be R&B/Hip-Hop Airplay)
There's no way to tell what sales are coming from pop airplay and what are coming from r&b airplay, but it's clearly not all of the sales from r&b, so why should all the sales count towards the r&b chart?

Exactly. Especially when many of the Top R&B Hip Hop songs were getting minuscule R&BHiphop Airplay at best.

That's kinda why sales info for the R&B charts previously was compiled from sales from core R&B stores. But, those sales were not very high.
Billboard just made a whole mess of things when it reformatted these genre charts.

Yeah it seemed like a good idea at the time but in reality it was a bad idea. it obscured the useful information and now there are charts that are completely useless. BB may just need to reverse that policy because rather than inluencing the markets people just stopped looking at the genre charts that try to include sales information into them.

Any big artist should not need their record label to push promotion. If it's good it will sell and radio will play it. I am one to say Beyonces new album is terrible in my opinion.

Honestly Beyonce is doing fantastic without her label's help tbh. She had one of the fastest selling albums in recent history, she performed at the Grammys, and already has a top 20 hit... that sounds like a good era already

They don't need any radio hits.

My comments above are not for all songs sent to radio.
There's a bunch of different scenarios.
Happy is smashing because it's so damn infectious. Doing good at iTunes. I'm sure listeners are requesting it.
Work Bitch got a big push by the label. When it fizzled at iTunes and poor call out scores came back to radio, it got dumped.
Sail was pushed by the label for months and months.
Do What U Want was doing well at radio, but when it became apparent ArtPop's sales were disappointing and turmoil in GaGa's camp, the label decided not to push it anymore.

Yeah. Believe it or not you can only coast on high selling albums for so long before you become an albums artist. Nothing wrong with that (Ask Springsteen, Streisand or even Pearl Jam), but to keep culturally relevant, hit singles keep you top of mind, and focus your legacy.

Didnt care for it at first but think Happy is fire now. Infectious to the max. Flawless melody, chorus, production etc etc.Beyond amazed at how much (just in the last year) Pharrells name and music has been off the chart successful. He's never been more on top of his game. His sound is one of the least mainstream, original things on radio now. 'Happy' totally sounds like an updated 60s Motown or Stax soul/ r&b song that would've been all over the radio back then.

So on the sales chart "Radioactive" should credit Kendrick. I think the large sales margin for the remix will be just enough to credit him on the Hot 100 as well.
