I just heard a radio station and its translator with one a few seconds behind the other. Is that normal?

Sometimes radio stations have simulcasts or translators. Unlike a simulcast, a translator name is in the form A123BC with a mix of letters and numbers. I expected a simulcast or translator to be live at the same time as the main station, but this time it wasn't.
