"Hard Luck Woman" by Garth Brooks (which I think was released to HotAC). The local (at the time) country station played it, and it made #1 on their weekly chart. I always assumed it was a country radio single.

George Straits "Honk If You Honky Tonk" always felt like a single to me. I believe he sang it at either the ACM's or the CMA's one year, and some of my local stations used to play it quite a bit.

I'm always so surprised when I remember that "This Shirt" by Mary Chapin Carpenter was never a single. It's on her second album, State Of The Heart. A reimagined version also appears on her 2018 album Sometimes Just The Sky, and a live version appears on 1999's Party Doll And Other Favorites. It's one of Chapin's most popular songs, despite not being a single. The country radio station that I used to listen to as a kid used to play it constantly, so I always assumed that it was a single.

Didn’t Stars On The Water chart as well? I always thought it could’ve been a hit too. Peaked at #38 on Mediabase in 2002.
