In terms of modern music today, which decade in the Rock & Roll era has been the most influential in conducive to today's music landscape in your opinion?
For me, the '60s, '70s, and '80s for many different reasons. The '80s influence feels the most prominent in terms of the pop stars from the late '90s/early 2000's. And the '90s with some of the later pop stars born in the '90s.
Edit: The Motown / Phil Spector sound is also meant to be referenced for the 1960's and rap music for the 1980's.

I'd say 80's. 90's is a close second.

For today's popular music? I'd say the 80s. Despite the 90s shoutouts and all, the 80s were the decade when the drop in the price of synthesizers let people play around with different sounds and ideas without having to spend tens of thousands in a studio just because you wanted to see what a string section or extra instrumentation might sounds like. You no longer needed to be ABBA or Stevie Wonder with a bottomless budget; nearly any aspiring musician or artist could fool around with it. It really was a precursor to the way you can make music in fragmented sections today and then chop and re-edit it as seen. Digital recordings also started then, so extra duh there.
