Cashbox had some interesting differences with Billboard through the years, but generally, I'd say it was a decent outlet. The oddest instance was Wayne Newton's "The Letter" being listed as No. 1, when it didn't appear on the Billboard charts at all. And in instances where there were questionable showings, I believe it was mostly unknown or up-and-coming acts.
In the 1990s, there are some years where there were too many frozen/unpublished chart weeks (one had 12 or so). But, that's also when Cash Box was losing some of its luster, hence it ceasing publication in 1996.
The majestic "Like a Prayer" was No. 1 for 1989, and then "Vogue" followed suit in 1990.
