I'd argue it's both streaming and radio that are helping the Hot 100 become stagnant. Digital Song Sales is generally more dynamic with less songs sticking around for long, unless a song is put on sale on iTunes for an extended period of time.

Yes, UK chart is so brilliant that the #1 song in both sales and streaming is not #1 on the chart. Brilliant. Is there a link to an article on this? I'd like to read more but Google isn't bringing up anything other than just the chart itself.

Well, that's obviously because once people have bought a song, there is no re-buying. Radio and streaming reflect sustained interest. While I am saddened by seeing how much people like to hear the same songs over and over, I don't know why we should change the charts just because we don't like it.

This new UK method is along the same lines though of what the Hot 100 already does - the 20 and 52 week rules. In a way the Hot 100 is the more extreme version, whereas with the UK they just reduce the ratio of one metric after a certain time, the Hot 100 removes the song entirely.
I would say though that the Hot 100 is overall more accurate, as it's my understanding the the UK chart still doesn't include airplay.

^Sorry if you guys were confused. What's most unfair about these Official Chart Singles Top 100 new rules is that the streaming rule change can happen as early as 10 weeks charted if the song didn't increase its weekly combined sales (they use that instead of weekly points) for 3 straight weeks. It seems an awfully short time to penalize songs on the chart. That said if their objective is to, hopefully, have more chart movement and give a chance to new artists, this rule definitely contributes to that.
While the Hot 100 recurrent rules might seem unfair, the 20 week, top 50 one has been around for as long as I can remember and I don't think too many people have complained about it, except when a particular song they like drops out due to its application. Having it definitely promotes what the OC Singles chart is trying to do, which is allow more new songs and artists to chart. Given that the latter has no similar rule, what that chart has gotten is a record-setting Mr. Brightside charting for 176 weeks on that chart.

I think the new streaming rules would work well on BB Hot 100 and UK charts if it's applied towards songs that are 20 weeks old. 300:1 stream/sales ratio (instead of 150:1 ratio) makes sense for songs that are way past its peak.
Twenty weeks has always been the Billboard standard for "recurrent" and I think reduced streaming ratio would be fine if it's past that 20-week mark with 3 consecutive weeks of decline. Same for airplay. If a song is 20+ weeks old in airplay (and declining), its chart points from airplay should be reduced also.
