Which songs do you think most people would expect to have hit #1, even though they actually didn't?
Examples: "California Dreamin", "September", "Born In The USA"...

Baby is also and iconic song that failed to peak at #1... although it's mostly iconic for being one of the most hated songs of the decade.

In terms of truly iconic songs:
"Don't Stop Believin'" (though people may know its popularity has increased over time) "Thriller" "Toxic" "Ignition" "All I Want For Christmas Is You" (though maybe people realize holiday songs never really hit #1 in the U.S.)
On the way to being iconic and not hitting #1 - "Thinking Out Loud"

There are songs that were ineligible because they didn't have CD singles made. An example is No Doubt's "Don't Speak."

Finding out that Thriller didn't hit #1 was a huge shocker to me and it still is.
Bad Romance was painful to watch as it kept getting blocked each week. With the current formula and it's slayage of Youtube it'd have made it probably.
Radioactive is bigger than most #1 hits.
Toxic and Oops I Did It Again for sure, although the videos played a huge role for both of those song's popularity and video plays didn't help either on the Hot 100 at the time so...
Get The Party Started also felt pretty massive at the time. In The End by Linkin Park, Evanescence's Bring Me To Life and Maroon 5's This Love as well.
On the Floor probably hit #1 in every chart except the Hot 100.
Since U Been Gone, although the Urban domination at the time means it's #2 peak was amazing at the time.
