Frozen deserved to be a #1 hit. Agreed 100%! It’s one of her best singles. My favorite track from the ROL album tbh.

The charts are not about quality, remember. :)
The week "Frozen" was No. 2, "All My Life" was ranked no. 4 in airplay with 68 million, while "Frozen" was ranked No. 7 (with around 60 million). In sales, however, "All My Life" jumped 61-1( *it had street-date violations the week prior). while "Frozen" moved 14-10*. In airplay, there were three singles ahead of "Frozen" that were not on the Hot 100 (Nos. 3,5 and 6), as there was no commercial single.

Ray of Light album was blocked from the #1 spot by the soundtrack to Titanic although I believe ROL sales, at the time, was a record for a female artist.

yes, ROL set a record for female debut album, and then she broke the record again with Music. And no, Frozen did not sound like anything else that was on the radio. That's why it was so exciting! She really brought something new to the table.

I never found the big deal about Ghosttown. I was never impressed with it. I find Frozen a hundred times better and a more sophisticated song.

I love Ghosttown for what it is, but there is something a little trend-chasing and generic about the beats/production. I think something that started even more sparse and built to a climax with more timeless drums underneath would bowl me over!

Not only that RE "Ghosttown," but also the fact that she was never going to have success with RH anywhere close to ROL.
As for the Music album- it didn't break any SoundScan-era record for a female. Aside from Spears, Lauryn Hill's Miseducation... album had slightly higher opening sales (422,000) than Music.
Ray of Light had attained the highest first-week female sales in the near-seven years that SoundScan had powered the Billboard 200 up until that point, with Hill's album edging it later in 1998. Of note is that in 1998, the Handleman Company (which had supplied a great deal of stock to Walmart) was still on a different sales-tracking period than most other outlets. It was a Saturday-to-Friday period, vs. the Monday-Sunday for others (this is what helped Garth Brooks' Double Live scan 1 million+ at the end of the year- without the shift, it wouldn't have done so).

She had the promotion for Rebel Heart, with the right songs I’m not sure why shouldn’t have a ROL sized era?
Maybe her best shot would’ve been in 2012 if the album was totally amazing and she dropped a surprise visual album of MDNA on the same night as her SuperBowl halftime show.

Madonna kept the hits coming for quite a long time, but, like anyone else, she is not immune to the law of diminishing returns. A global comeback like Cher saw in the late '90s was a fluke, and also at a less ageist time.

Medellin just was not current or edgy enough to make any sort of splash. It was a good song tho. Living for Love I thought was a complete mistake. I just never got into it. It never fully clicked. If she were to ever have any sort of chance it has to be top tier like Hung Up.

Living although I kinda' enjoyed it, it was always lacking something. Don't know what. Like you said, it didn't fully click. I did enjoy Masterpiece and had fun with Medellin, but they were not global hit material. I think they really tried with Medellin given how big Maluma and reggaeton were or are, but it didn't work out fully I guess the way they imagined.

Too much time has passed since M's last significant solo hit- and with the changes to the charts (streaming, in particular), the odds are way out of her favor. Back when "Hung Up" hit, she was not that far removed from her last big solo success- and 1t's 16 years from that point.
We always want our faves- especially when they've had the level of success that Madonna has- to still be able to score big, but reality eventually has to set it. Not being a Debbie Downer, just being realistic. :)
