Certifications =/= Sales.
There is a vast difference between the two.
For example, Rihanna has sold over 250M+ records worldwide based on a combination of Digital sales + Ringtones + Physical Sales - more than Celine Dion and Mariah Carey - whereas Madonna has sold over 300M+ records based on PREDOMINANTLY Physical sales. Would it be fair to compare the two? Of course not. They peaked in VASTLY opposite musical climates. Moreover, she's the most certified artist ever worldwide, just ahead of The Beatles but their certifications haven't been updated in years. Again, how exactly can we compare the two?
There are multiple artists of the Physical era that are incredibly undercertified compared to artists of the Digital era and the Streaming era, most importantly.
