No, some of the biggest songs of all time never reached the top spot like Thriller and Bad Romance. They still have more cultural impact than say a DJ Khaled #1 song.

Pulse canβt even agree on the definition of βflopβ, this songβs probably going #1 at some point but even if it doesnβt, I still think itβll stay for a bit, and itβs gonna sell well regardless. If yβall didnβt know any of the songs Iβm about to mention, you would probably call them flops. Natalie Imbruglia - Torn (#42 on the Hot 100. Started at 47 and rose to 42 before dropping off) sounds like a big flop, right? Actually, it was one of the most played of 1998. Dua Lipa - IDGAF (#49 on the Hot 100) this songβs chart position doesnβt really reflect how much it got played. If you listened to pop radio last year, you heard this song. LAUV - I Like Me Better (#27 on the Hot 100) same as above, this was played to death. No Doubt - Donβt Speak (never charted on the Hot 100 due to rule restrictions) this never even charted on the Hot 100, but it was probably the most played song of 1997.

Well, in a specific sense a "flop" would have to be a project that loses money, right? To that end, any peak position can be a flop position depending. If a movie costs $400 million to make and produce but debuts at #1, it's still a flop if it only earns $200 million total. At the same time, if a movie costs $5 million to make and peaks at #11 but earns $15 million total, that would be a success. The same concepts apply to music. So, whether it peaks at #1 or #2, the real question is whether "Me!" earns money, loses money, or breaks even?
We'd also need to see longevity. If "Me!" peaks at #1 or #2 but hangs around for months, it will be a hit. If it peaks at #1 or #2 but drops off the chart in 3 weeks, it's pretty much an under performance regardless of the peak.

People are overreacting as always!!!! Not a fan of Swift, but she'll be fine. It'll be #2 just because OTR is too strong...and let's face it, "ME!" is not a #1 material. GP needs to like it, not just her fanbase.

Debuting at #2 isn't bad for Taylor, its expected this late into her career and it's amazing she can do it what, 13 years after her debut? Although I expect the single to be frontloaded and not have much longevity overall, itll still do well on radio and will have a decent run on streaming services regardless.

It depends on the context.
If it peaks at #2, but has a lengthy chart run, then it's fine. If it peaks at #2 and falls out within a few weeks, that's a flop.

In fact, except the weeks where the #1 song has been there for 3 or more weeks, the Billboard Hot 100 is made up of 100 flops.

A Bebe Rexha song peaking @ #2 is a once in a lifetime experience. A Taylor or Adele lead single doing the same is an underperformance, not a flop.
So I guess the answer to your question is NO.
