I'm not quite sure what you mean by "chart builder," but all of these companies have a section on their websites for job openings. Jist Google "Spotify careers" or "Billboard magazine jobs" and it should be one of the first links available.
Just a forewarning, though: most of the jobs available are either in the sales or marketing departments.

What i meant to is that i like the Billboard 100 chart and checking it every week and i want to work in there as a writer or a chart builder, everything that related to the chart. It may sounds crazy but its a big part of my life.

I'm assuming most of the chart building is automated so most of the work would be in software programming?

Billobard job openings are posted on valencemedia.applytojob.com/ (along with openings at their sister publications like Hollywood Reporter, Spin, Stereogum, etc.). I don't see anything entry level there at the moment, but I suggest browsing through all the postings to get an idea of the experience you need to build to qualify for each position. I see a couple of senior staff writer jobs open right now. Like nickd said, the actual chart compiling is probably automated, so to that end I don't think you'll ever see a job posting specifically for a chart builder. They would use a web developer, if they even employ someone on a permanent basis for that (a lot of companies outsource or hire freelancers for their web development).
