Rihanna is currently the biggest hitmaker of the new millennium thus far (chart wise).
She’s #10 on the “All-Time Hot 100 Artists” list and has the “Most #1 singles WW” (3rd to ‘The Beatles/Madonna’ overall) based on rankings from the IFPI’s T10 music markets.
Who do you think places behind her?

Shakira. Not even joking. Has she even had a massive flop in the past 20 years?

tbh, I don't know why is Taylor #2 here? I'd put Katy, Maroon 5, Bieber (Shakira WW) before her. Literally 50% of her top 10 songs spent 1 week there.
Maybe if there's a poll "2nd biggest album artist of the 21st, after Adele" I'd choose her.

As someone who lives in Latin America it's hard for me to vote because tbh everything Shakira does gets played, yet only the biggest of the biggest Drake hits make any noise. But it's due to the market (Old Town Road also made like zero noise here).
I'd say it's between Drake and Taylor still, with Shakira close behind, but of course losing points because it's been a while since she crossed over to English-speaking markets.

If we're discussing the biggest hitmaker worldwide of the 21st Century, then the main thing to focus on is longevity. Few artists are going to make a dent when we are talking about a century. Shakira's longevity worldwide is quite impressive. As someone living the US, I expected her to fade in Latin America, but she just keeps going. I didn't expect US pop radio to play "Girl Like Me," but the song did reach 150M views on youtube in one month and it did go viral on TikTok. It will be interesting to see what she does in the next decade. For someone that had her first Spanish hit in 1995, it's quite impressive to see her new material still get people's attention worldwide. Quite a few big acts in the US haven't had much worldwide success. If we are talking about a true worldwide act, then Shakira's name does come up.
