Justin Bieber and Shawn Mendes come to mind.
Not that they're untalented, but in my opinion, Bieber in particular often tends to be the weakest aspect of his own songs, playing second fiddle to strong production ("What Do You Mean?") or other contributions (such as Ed Sheeran's writing and backing vocals on "Love Yourself"). I think most of us can agree Bieber isn't a particularly fantastic singer or songwriter, and his stage presence leaves much to be desired. And given he got popular mostly out of teenage girls fawning over his appearance, the 'great boots, stylish boots' description fits him well.
And his output lately is only getting successful based on his name recognition and Scooter's marketing.
On the other hand, Shawn Mendes has plenty of songs I adore, but he does seem to fit the bill as well to some extent, especially with his infamously boring and samey award show performances (and yet he performs quite regularly on those events)

Private Dancer I disagree with Ed Sheeran, but valid points could be made for the others. And yeah, as much as I love Lionel Richie, out of the 80s male acts, he's definitely the 'safest' one. Speaking of older acts, Bryan Adams and Michael Bolton. Quintessential 'great boots, stylish boots' of the 90s (and for Bolton, also 'great hair, lovely hair')

Okay, what does "Great Boots, Stylish Boots" mean? It was a meme originated from an interview Aretha Franklin had a few years ago. She was asked to say the first thing that came to mind when she hears the name of several pop divas. When she was asked about Alicia Keys, she said "great songwriter". About Adele, she said, "great vocalist, beautiful voice". Same with Mariah Carey. And then when the interviewer said Taylor Swift, Aretha answered with "great gowns, beautiful gowns." Implying that Taylor has unremarkable talent and only serving looks (or "gowns") "Great Boots, Stylish Boots" is like the male equivalent of "great gowns, beautiful gowns".
