If radio wanted to play this they would. A song doesn't need to have an adds date.
This is not very radio friendly and even though Canada radio has played this a bit the results are not good. It's too jarring and now it's dropped right out of the Spotify chart globally.
Honestly it sounds like 5 different songs chopped and slapped on the background production.

I think you're wrong, a station won't play a song unless it goes for adds, with the exception being album bombs by big time artists where hit music stations play new songs by that artist in the few days after the album release, but eventually only play the song that got sent for adds. I Luv It has not got sent for radio adds which is why radio is not playing it. That's not true at all because the premise that beachboi69 wrote is correct: A song doesn't need an impact date to be played at radio. There have been plenty of cases where radio has jumped on songs before they were formally promoted or have gone with others. "Maneater" by Nelly Furtado is one of them where radio basically jumped on it before Geffen announced the follow-up single of "Promiscuous" and the label opted to push "Say It Right" instead in an unprocedent turn out of events. Another examples could be "Drown" and "No Angels" by Justin Timberlake. The former received some radio rotation and it was implied to be the second single of his latest album. However, it was deemed as a promotional track. The latter was the focus song during the album's release and a music video was shot too, receiving some radio rotation too. That said, RCA hasn't formally given an adds date to none of them yet, so the album bombs part you said is inaccurate too.

Regarding radio adding songs there is so many examples. The best one ever is Katy Perry "Dark Horse" radio basically said no girl your single is this.

Today's Spotify update is not good. Got only 380,000 Usa streams and is out of the Global Spotify top 200. So basically the song is losing its hype. What did her team expect? Not sending this to radio was a big mistake.

Not every song gets played on the radio. Radio is not your personal playlist; it's a business. If Camila fans are so mad about it, it's available for streaming and downloading and playing in the car, headphones, etc. See how that works? Radio will never frustrate me because I have not listened to the radio in over 20 years. I play what I want, when I want and do not rely on radio to play what I want to hear.

Honestly in the grand scheme of things the label pushing and adds date might have gotten it played to #33 or so on Pop radio which sounds OK on paper and then you see how much audience that translates to and... it's OK not to waste resources.
Her career is in trouble specially if the album she seems to have ready-ish is full of these Charli XCX sounds. Charli herself isn't a chart darling and Camila might have avoided the chart poison attached to this sound back when she had more hype.
Honestly Camila stans, all three of them, should demand better. She has done very solid to great pop songs in the past. She's more than capable of dropping a solid record... if she could somehow also find a musical identity - the last one she had, the Latina girl, faded away when that sound stopped doing well stateside, apparently (which is a shame because there were good tracks on her last album but they resorted to the Ed Sheeran feature and wrapped it up without much effort to show some personality).

Honestly this song starts off so great because the verses seem incredible. Then it just goes to hell and the feature made it worse.
Its like 5 different songs pasted on the same production to the point the production starts to sound jarring.
Is Normani her manager?

I think people expected more from Dua's first lead after FN era and Cold Heart/Dance The Night, personally I don't think it's a flop, just an underperformance.

Now featured in a Bacardi commercial as @deleted let us know about awhile ago. Full press release about the multi-year partnership here, which also mentions the album is coming in June and will be promoted by a worldwide tour.
