It was released in 2019 and reached its peak in late 2019.
However, it ranked much higher in the 2020 year-end than in the 2019 year-end, and is expected to make the 2020s decade-end.
So this has to be a good question.
I originally didn't think it was going to be in the decade-end, however, it is the first song in the chart's then 61-year history to spend more than 33 weeks in the top 10.

Circles is very much a pre-COVID track, if that makes any sense, so 2010s.

I listened to it for the first time during early 2020, and it still took some weeks for me to finally click with it. Thus, to me it's a 2020s song.
Aditionally and by my own set of rules I tend to go by when classifying music (a song belongs to the year in which it gained the majority of its GOAT points), I would also say Circles is a 2020s song despite peaking in 2019 (it's long chart-run truly helped it in that regard).
