Who are music groups who failed to achieve a #1 single but an individual group member did manage to have at least one #1 single as a solo artist (or as a duet with another artist who was NOT part of the group)? The ones that come to mind for me are...
The Fugees (Lauryn Hill made it to #1 with "Doo Wop (That Thing)") Dru Hill (Sisqo made it to #1 with "Incomplete," honorable mention to "Thong Song" which peaked at #3 but is probably better remembered than everything else Sisqo and Dru Hill ever put out combined) One Direction (Zayn Maiik made it to #1 with "Pillowtalk" and Harry Styles made it to #1 with "Watermelon Sugar" and "As It Was") Fifth Harmony (Camila Cabello made it to #1 with "Havana" and "Señorita") The Black Eyed Peas would eventually tally a #1 single (they actually locked down the #1 spot on the Hot 100 with 2 different singles for an unheard of 26 consecutive weeks, or half of the year 2009) but Fergie had three #1 singles with "London Bridge," "Big Girls Don't Cry" and "Glamorous" before BEP managed to secure their first #1 single, honorable mention to "Fergalicous" which I am downright shocked never went to #1. That song was EVERYWHERE in seventh grade.
Might be some I'm forgetting. And I predict that One Direction will eventually reunite and debut at #1 with their comeback single.

Menudo (Ricky Martin had a #1 hit) Steve Winwood was part of several groups who didn't have a #1 (Spencer Davis Group, Traffic, Blind Faith) but he hit #1 solo Wild Orchid (Fergie went on to have several #1s) No Doubt (Gwen Stefani had a #1 hit)
Genesis doesn't fit the topic question, but I want to bring them up because they're sort of wild. Before the group finally got a #1 ("Invisible Touch" in 1986) member Phil Collins had #1s as a solo artist. Then literally the week after "Invisible Touch" went to #1, former member Peter Gabriel replaced them at #1 with his solo hit "Sledgehammer." Then a few years later member Mike Rutherford hit #1 with his other group Mike + The Mechanics.

The Stone Poneys (Linda Ronstadt hit #1 with "You're No Good") The First Edition (Kenny Rogers hit #1 with "Lady" and "Islands in the Stream")
Do duos count?
Ike & Tina Turner (Tina hit #1 as a solo act with "What's Love Got to Do with It") Loggins & Messina (Kenny Loggins hit #1 with "Footloose")

I believe their speaking about having a Hot 100 number one hit and not the pop radio chart.

The Babys (John Waite hit #1 with "Missing You") The funny thing about this is that a few years after releasing "Missing You", he joined the band Bad English and had a #1 in 1989 with them ("When I See You Smile").

If we're talking Pop Airplay, then in addition to One Direction's Zayn and Harry, Niall Horan and Liam Payne have hit #1 as well (Come on, Louis!), but the group never did.

a couple more that might qualify for this . when R Kelly debuted in 1992 he was backed by a group called Public Announcement and they had a few chart hits . 1n 1994 R Kelly was a solo singer having the first of two #1 songs Bump and Grind and in 1998 had a #1 song with Celine Dion. Public Announcement actually had a hit as a group without R Kelly in 1998 that peaked at #5.
also Selena Gomez started out with a band called The Scene which had a few chart singles starting in 2009. Selena became a solo singer officially in 2013 and had her first and only #1 song in 2019 Lose You to Love Me.
edit
i could add this as well as a non credited feature . Chaka Khan got her start in the band Rufus who had several chart singles starting in 1974 and had a few chart singles of her own as well. in 1986 she had an non credited feature on the Steve Winwood song Higher Love which reached #1 . she appeared in the video.
