They are all huge but who is your bet? Base on cultural impact + sales + chart performance wise.

I feel Beyonce and Mariah's cultural impact was bigger later. Gaga had shock factor with her image, but BOMT was undeniably bigger sales wise. I also don't feel Gaga would be among them without the addition of the Fame Monster.

This is a setup for the other girls to put them against BOMT…

BOMT obviously has the biggest sales, but it also came out when CD sales hit their absolute peak so that has to be kept in mind. I do think the song/video for "BOMT" had the biggest cultural impact, too.
Mariah's debut album delivered the most hits (four #1s, come on) and had huge longevity on the charts; didn't it spend basically a full year in the top 10?

I would say Britney out of those listed in terms of both commercial performance and cultural impact. I mean people are still wearing her school girl fit for Halloween. lol

Christina definitely. 3 huge #1 hits and 4 top 3 hits. "Genie" is still being sampled and one of her best streaming hits and influential today by the upcoming pop girls. A blend of pop and R&B definitely made her stand out from the girls at the time. Plus she won Best New Artist at the Grammys the next year.

The answer is Britney Spears. Removing subjective feelings and looking purely at the numbers, here are the total equivalent album sales (pure sales + physical singles*.3 + digital downloads*.15 + streams/1500) of each artists’ debut album Mariah Carey: 19.5m Baby, One More Time: 33m Dangerously in Love: 19.1m The Fame: 21.2m (expands to 40.4m with TFM, though I would consider that a separate project)
Numbers sourced from Chartmasters

Chartmasters isn't 100% accurate.

A blend of pop and R&B definitely made her stand out from the girls at the time. Plus she won Best New Artist at the Grammys the next year. The debut albums of Britney and Christina were released relatively close together, and Britney's album is 14x platinum while Christina's is 8x platinum; so, Britney's album almost doubles Christina's album in U.S. sales. Additionally Britney's debut album is 4x platinum in Europe while Christina's album is 1x platinum in Europe. Britney's album clearly sold much more. In terms of streams (helping to show longevity), Britney's debut album has over 1.2 billion Spotify streams with 3 songs having over 100 million streams. Christina's debut album has under 1 billion Spotify streams (about 630 million), with only 2 songs having over 100 million streams. In terms of YouTube views Britney's debut album has over 1.5 billion views for its 4 singles. Christina's album has 429 million views for its 4 singles. Again Britney's album is much bigger.
