What songs do you think used Payola in the year to get to their peak position? Here are the most obvious ones in my opinion.
1. Kelly Clarkson "Miss Independent"-I truly think this song could have gotten to #1 on it's own, but you have to be an idiot to think that RCA and The American Idol crew absolutely did nothing to help this single succeed. This single was released at the time "American Idol 2" was at it's peak, and if the single would've flopped then people would think that AI2 is pointless since it doesn't do anything to people's careers, so in a way they had to make sure it was going to be a success.
2. Justin Timberlake "Rock Your Body" and R. Kelly "Ignition"-Two songs off of the same Record Company hitting #1 back to back and ruling the top 2 for weeks on end is a little suspicious. Jive original purpose was probably to only Payola "Rock Your Body", but decided to get "Ignition" there first since the single was already a huge hit on the other formats.
3. Michelle Branch "Are You Happy Now"-My theory on this single is that at first the record company let it go without any help, and it began slowing down at an alarming rate so they put their money to work. Poor record sales from "Hotel Paper" is also more evidence.

Black Eyed Peas "Where Is The Love" I'm not so sure if it was payola, but had it not been known that Justin Timberlake was on the song, it would have never gotten as popular as it did. I'll agree with Don't Wanna Try and while I'm gunning for Frankie J, I'll also pick Suga Suga by Baby Bash. It hasn't peaked yet, but I NEVER could have pictured this song as high as it is.

I thought both songs were good enought on their own to hit the top. I am sure there are people who hate RYB but the majority of people really got into it. "Ignition" was R Kelly's best single since "I Believe I Can Fly". I saw him hitting #1 with this song. But I never thought "payola" was involved , interesting theory. I think "Fighter" and "Can't Hold Us Down" had a nice dose of "payola" , but I can not think of any others off the top of my head.

Especially "Angel," "Fighter," and "Miss Independent." Also as much as I like the song, I'd have to say possibly Baby Bash "Suga Suga" Definitely Justin's "Senorita." No one seemed to like that song, even those who liked his other singles. They desperetely needed him to be on radio to hype his tour up though, so to me this screams payola.

I agree with some of your list Eyeball, but I think Headstrong, Bring Me to Life and Harder to Breathe certainly weren't payola. Maybe Headstrong and BMTL for alternative, but it took those songs a while before they really took off. Same thing with Harder to Breathe.
I think Picture was popular because of the two artists doing it, and not payola.

Kid Rock? Popular? Wasn't "Picture" a fifth release or something? And Sheryl Crow wasn't doing very well either...
I think "Bring Me To Life" was payolaed, considering it spent forever in the bottom of the Top 50 and then just blasted into the Top 10, "Headstrong" had a similar run but didn't rise as fast. Also, those three songs are about as un-pop as can be.
Other songs I think were payolaed: The Ataris "Boys Of Summer" Lil Kim f. 50 Cent "Magic Stick" (or maybe that was more 50 Cent hype than payola...)

I think "Bring Me To Life" was payolaed, considering it spent forever in the bottom of the Top 50 and then just blasted into the Top 10 "Bring Me to Life" debuted in the top 50 before it even went for adds. Once it officially impacted, that's when it flew up the chart.

I agree with eveything on this list, except maybe "Breathe." The reason I think there is payola for "Breathe" is that it has got so close to losing it's bullet several times and then ends up at +200 or +300. Watch the song rocket into the Top 5 in January.

That takes care of almost every song released in 2003.
Others:
Avril Lavigne "I'm With You"-Whoever says this wasn't payload needs to look at the facts, Avril needed this song to go to #1 in order to take the record away from Mariah Carey, and that other Ballad out at the time was a major threat into making Avril not achieve this record, so they gave it a huge payola boost after Christmas.
Jennifer Lopez f/ LL Cool J "All I Have"-Just seems like one of those one's that used it, no specific reason.
Britney Spears f/ Madonna "Me Against The Music"-Okay, i know this single depended a lot on hype, but Jive must've put a little money into it, or they are idiots. Their biggest artist comming off of a 1 year hiatus and them not giving Payola to her first single would be stupid of them.

So basically, this is a "what songs did well but you personally hated" topic...
I look at how songs peak in the US and compare how they did in Canada. If there is a huge discrepancy, especially if they hit no. 1 in the US and then dropped like a rock, then I become very suspicious. Just of the top of my head:
J.Lo All I Have - peaked at no. 3 or so in Canada, when J.Lo was still reigning queen and the chart was going quite rythmic/urban.
Kelly Clarkson Miss Independent (peaked at no. 6 in Canada)
Nelly etc Shake Ya Tailfeather (peaked somewhere between 4 and 6 in Canada can't remember exactly -- at a time when Rhythmic/Urban has completely dominated the Canadian CHR chart)
Christina -- Fighter (I seem to remember quite a discrepancy, and her U.S. chart run was extremely suspicious).

Those songs did amazing around the world, in places where payola doesn't happen. And it's been a long time since I've seen people on dancefloors respond to a song the way they did to 'Crazy In Love'. People genuinely love it.
Then again none of us really know, this is all silly speculation.

The best way to look for payola is a song that was doing nothing and then had huge gains out of nowhere, or a song that does not sound like something that would make pop radio, but made the Top 10.
In the case of songs like "Fighter," it's a song that lost it's bullet high on the chart, and then started gaining hundreds of spins.

But stations will start playing a song if the artist agrees to appear at their concerts, or if the artist does promotion for their station, etc etc.
Or maybe the video comes out and people see it and want to hear the song on the radio.
I think there are plenty of factors that can go into erratic airplay.
Although I think Jersey Boy's suggestion of comparing U.S. and Canadian performance was interesting.

I am going to say that Limp Bizkit's Behind Blue Eyes is a payola song especially on alternative stations. It's been out for months now and it's just now starting to break into the top 40 songs with a rather strong bullet.

The song was already a hit even before that happened, and it had already peaked at #20 on the hot 100. If that sudden gain of spins was because Payola, then it nothing to the song and RCA wasted their money.
