A 3 hour program where all music is from an independent label, most of it is local artists from around the country. The music is NOT all rock and alternative, it is broad sweeping, from country, to rock, to alt, to pop etc.
In addition the program helps promote the artists to the extent that they make their music available for purchase for the listeners.
Would you listen? Is this even a viable idea?

I'd definitely listen. It would always be pretty cool to listen in to some local scenes and it might give a taste as to the types of new trends that are starting in all different types of music. Of course, with the good can also come the really bad, but I think in the end it would be worth it.
Clear Channel has that New Music thing online, but they don't really put it to good use at least in my opinion.

CHR/Pop WYCR in York, Pa does something very similar, most of the songs are local and of varying format but I don't think they all come from one label...Actually some of the artists aren't on any label. It airs on Sunday Nights I think.

WYCR caring about local artists wouldn't be too surprising because I haven't seen any other stations owned by Radio Hanover so I'm assuming WYCR is the only one. They don't have to give payola airplay required by a national boss; they don't have to do payola if they don't need the money. In other words I'd say the commercial stations closest to noncommercial stations are independent commercial stations like WYCR and WBEB Philadelphia. The idea is the type of thing a noncommercial station would do.
