The album "Fly" by the Dixie Chicks was allowed to stay on longer before going Pop Catalog because it still had singles on radio. Now MercyMe was moved to Pop Catalog with "I Can Only Imagine" on the Billboard Hot 100. "I Can Only Imagine" has been on and off the Billboard Hot 100 and I don't know if it was on the chart the week the album was moved to Pop Catalog, but Billboard should know that songs that have not gone recurrent can reenter the charts (a recurrent needs to make the Top 50 to reenter and that won't happen to MercyMe). "I Can Only Imagine" is in week 15 on the Billboard Hot 100.

Sony specifically asked Billboard to allow the Dixie Chicks to remain on the chart because they were still promoting the album. Apparently, MercyMe's label didn't do the same.

Also, the Dixie Chicks still had a single climbing up the country charts at that time whereas MercyMe's "I Can Only Imagine" has probably lost its bullet quite a while back.
But the real reason was what TCorey said.

I know this'll sound dumb, but what's the Pop Catalog? Catalog Albums chart for albums that are older than 2 years old and have fallen below #100 on the main Billboard 200. It's on billboard.com
