All the songs from the pre PPW era and through 1995 or 1996 would count in this category as I don't think there were recurrent rules used then at all. 1998: Celine Dion's "My Heart Will Go" only spent 21 or 22 weeks on the chart. At that time, the recurrent rule was 26/25.

Because, since there were no recurrent rules before June 21, 1996, I don't think they should count.

Well, since there were no recurrents, then a #1 song in 1995, for example, couldn't be a recurrent, right? ;) It's a matter of semantics. I understand that we shouldn't count songs before recurrent rules came into effect. ;) And yes, Thank U hit #1 in 1998.
