I know this happened in 1990, 1993 & 1995(Runaway blocked by Fantasy)... but can anyone list all of the occasions that happened & vice versa?

I don't think it happened in 1990. It happened on the Hot 100, but not on CHR/Pop. "Alright" was her only #2 that year and Mariah didn't have a single out that early. It was a couple of months before "Vision Of Love" was released.
"I'll Be There" held "The Best Things In Life Are Free" out of #1. [1992]
" Dreamlover" held "If" out of #1. [1993]
"Fantasy" held "Runaway" out of #1. [1995]
Janet never held Mariah out of #1.

I think pophector is thinking of "Vision Of Love" by Mariah Carey blocking Janet Jackson's "Come Back To Me" out of #1 on Billboard in 1990. But Janet's song did manage to sneak in a week at the top on R&R's CHR chart before Sweet Sensation jumped in with "If Wishes Came True", which was number one on Billboard also.
