It's because she's a "either like her or hater her" celebrity. Britney has a very strong and loyal fan base that will always be by her side no matter what happens, and i'm guessing those people represent about 10% of the radio population. The other 90% are very biased when it comes to listening to her music because they dislike her a lot and don't want to hear anything from her. So it really is those 90% that don't like her that outweigh the 10% that do, this results in lackluster performances on the radio charts. She isn't like Justin Timberlake who has his fans, and his haters, and then some others who don't mind him and accept his music on the radio.

Her music has of late has been just plain bad... that is why she does not get airplay.

Oh well, to tell you the truth, I am not a very strong supporter of Britney nor do I hate her either. I certainly don't mind her because she did have a couple of great pop hits in the past.
And the backlash against the teenyboppers was probably the sole reason why radio shut her out during her Britney era. Things have changed slightly with the decent showing of Me Against the Music and the strong start for Toxic, but I think she might throw it all away if she released that crap called Breathe On Me.

I personally see it as this. I think Britney lacks multiformat appeal that's how come her hits seem to be suffering lately. I like many of Britney's titles and I'm not hating on her because I think her songs are quite enjoyable especially from "In The Zone."
However IMO she does lack the versatility like other pop staples such as Christina Aguilera and Beyonce.
Christina Aguilera has a Hot AC, Rhythmic, and AC fan base that she appeals to besides pop listeners. Beyonce appeals to Urban, Rhythmic, and Urban AC listeners other than that of pop.
Britney's music just seem to be catered to solely pop listeners. She needs to change some of her style of music to appeal to a wide range of audiences then I feel that she'll have more hits across the board. That is just my 2 cents. Not saying that my opinion is entirely right or anything.

I agree with what you said fully but that still doesn't explain why Justin is such a huge hit on radio. His music is pretty much the same as Brit's.
