I think this list combines all the artists sales and then lists their most successful album that contribited to their total.
Given that, amazing to see Delta Goodrem at #21 when she's only had 1 album out - Kylie Minogue is below Delta meaning Delta's 1 album has outsold all of Kylie's albums put together.
