I definitely think she needs to go for a change of pace and release her best song to date, "Private Radio". Anything else is destined to fail. Hot AC didn't even embrace "White Houses" so her best bet would be to release a song that pop radio would be more inclined to play. "Private Radio" is short, catchy, and poppy and should be a hit.

Im torn because Whos to Say is the better song and her singing it live is INCREDIBLE. But PR would be a good change of pace...

Private Radio is the safe choice, and a damn good choice. It's a great song, as poppy as it is.
Follow up would be C'est La Vie. It's hot and sexy.
