I started wondering if the 2005 and 2006 avoidance might be due to some sort of artist controversy, but that seems unlikely given that they simply skip R Kelly songs, so why wouldn't they just skip other artists they didn't want to play? There has to be some reason for it, though.

That's a good question. There must be some algorithm or something in determining the weeks years played. The 80s is mostly predictable when it comes to airing shows. The other channels it seems like they randomly pick a digit from one to ten. I am sure whoever the program director for each channel is in charge.
