I don't think songs that weren't released as singles should count, because this made them ineligible to chart on Billboard.
Same goes for low charting Billboard songs that didn't make R&R, especially during the period from mid-October, 1976 through early June, 1983, when R&R's chart only went down to 30.

Even though it's after 1991, it's worth noting that "Don't Go Away" by Fun Factory only peaked at #93 in Billboard yet #38 in R&R. That's a difference of 55 big notches.

"Hope You Love Me Like You Say You Do" from Huey Lewis and the News hit number 36 on the Billboard Hot 100 in 1982. It made it to number 15 on the R&R chart.
In 1985 "To Live And Die In L.A." from Wang Chung hit number 41 Billboard, and number 30 R&R.
This one doesn't qualify, but I thought it was notable. "Taste It" from Inxs reached number 37 R&R, but just missed the Hot 100 in 1992.

It's also important to not that the Billboard Hot 100 relied on single sales only until October of 1980, when airplay was factored on. So any discrepancies before that time should be expected, as R & R was airplay only.

^ wait.. what? radio2009, are you referring to the Oct 4th 1980 issue where they changed the radio component? They already had 120 stations reporting. I think the only time airplay wasn't a component of the Hot 100 was between late 1968 and sometime in 1973.

Another good one is "Puttin' On The Ritz" from Taco. It hit number 4 on the Billboard Hot 100, and number 17 on the R&R chart where it only charted for 7 weeks.

I mentioned this in a thread MANY years ago, I don't remember what the context was then. But for Benny Mardones' Into The Night, at that time I was taking all the playlists and adding them up to come up with an R&R 41-100. Benny definitely SHOULD have made R&R's Top 40 based on having FAR more points than most of the songs in the 30-40 range. I think R&R chose to leave it out because they were perhaps treating it as an "oldie", or for some other nefarious reason. That was well after the UB40, Real Life, Synch, Sheriff period, so it may have become an editorial decision.
And how about Snap's The Power and En Vogue's Hold On? They both hit #2 Billboard and I think they both hit #11 R&R?

Does this even count for the reissues in 1989 for Peter Garbriel's 1986 Top 40 hit "In Your Eyes" and Moving Pictures' 1982-1983 Top 40 hit "What About Me" even though on Billboard in their reissued second chart runs they missed the Top 40 reaches? The 1989 re-release of "In Your Eyes" made #41 and the 1989 re-release of "What About Me" I think made #46 both on Billboard. R&R wouldn't have another reissue song chance until Fall 1990 when the re-release of the 1966 Righteous Brothers' "Unchained Melody" made #4 on R&R in its original despite the reissued original making #15 on Billboard thanks to airplay and rare 45 vinyl usage with the new version of "Unchained Melody" by the same Righteous Brothers made #19 on Billboard thanks to sales on a cassette single version. Too bad R&R didn't have in 2001 the reissue of Lee Greenwood's 1984 country hit "God Bless The USA" or the reissue of the #20 Billboard only chart hit in 1991 by Whitney Houston called "The Star Spangled Banner".
