This was Orlean's last Top Ten hit (peaked at #7 in May, 1979) and is rather obscure. Their first two hits, "Dance With Me" and "Still The One" are played on Oldies and gold-based AC stations from time to time, but LTT, which sounds sort of a cross between the two, is totally ignored anymore. This is probably my second favorite by Orleans, a close second to "Still The One".
Anyone ever heard this song?

Oh yes. I actually know all the songs by Orleans, but have to agree "Love Takes Time" is the best. It has a great melody. I'm sure I'll enjoy hearing the song 20 years from now.

"Love Takes Time" which at the time featured then guitarist and Democrat Congressmen-Elect John Hall in the lineup just missed out of the top 10 peaking at #11 on the Hot 100 in 1979

I don't remember it when it was popular, since I don't think WLS or any other rock-based stations that my parents listened to in the late 70s ever played it. But I did request it on Lunchtime Gold (a flashback show run by Sunny 101.5 playing songs from the 60s, 70s and a handful of songs from 1980 - now is called "Lunchtime 70s") back in May, 1991 and thought it was a nice song.
Yeah, it came very close to hitting the Top Ten on the Billboard Hot 100, but petered out at #11, then fell to #30 the next week. Chart moves like this were becoming more and more common back then, but, as you probably already know, the drops became more dramatic three years later.
