The 5,6,7,8s are a Japanese female rock band formed in the 90s. You know this song from the Vonage commercials. It was also performed in the movie Kill Bill, Vol.1. I don't know if it was ever released to radio in the U.S., but I think this could've done something if it had been. To a degree, it could be annoying with all the "woo hoo"s repeated over and over, but I dig it. At least it's groovy.

I have never heard this song, but you hear "woo hoo" a lot in "Black Horse & The Cherry Tree." Does that song sample them?

No, I think that KT Tunstall got the inspiration for her lyrics when she and I were standing around talking and I happened to look down at her cherry red-painted toes. ;)
Seriously, if anything inspired this song, it would be "Neutron Dance" by the Pointer Sisters, since they say "woo hoo" quite a lot in that song, and in the same notes and rhythm as that in Tunstall's song.
