I know what the difference is but how is it like officially defined? And for all songs going for adds on Urban, is the goal eventually to be successful on Top 40? Or are there some artists who release songs that they don't ever intend on being added to Top 40?

Here's the Wikipedia definition of it:
Rhythmic contemporary, also known as rhythmic top 40, rhythmic contemporary hit radio or rhythmic crossover, is a music radio format that includes a mix of dance, upbeat rhythmic pop, hip-hop and R&B hits. Rhythmic contemporary rarely ever use any rock music or country music in their airplay, but it may occasionally use a reggae, latin, reggaeton, or a Christian/gospel hit.
What's most important, though, is the target audience. Urban targets African-American audiences, while rhythmic actually targets a white (though more diverse) audience.
As for songs being added on urban, many songs these days do manage to crossover to CHR, but only so many can go at a time, as with songs from any other genre, like rock.
