The Fame Monster deluxe edition is anew release that includes the original album; The Fame Monster EP does *not* include any tracks from the original album- hence, the proper separate tracking.

I don't know if you got what I meant.
The Fame Monster deluxe edition is a deluxe edition of The Fame Monster. It's not a deluxe edition of The Fame. Therefore The Fame Monster and The Fame Monster deluxe edition should be combined.
The Fame, however, should chart separately.

It's a packaging gimmick for The Fame Deluxe Edition, putting the bonus tracks on a seperate EP.
It boosts the "value" of what people think they are getting with the DLX (2 discs!), and makes the new material available for anyone who dosent want a 20 song megadisc, or already owns The Fame.
