Last week, selling only 12 copies determined the appearance at #100 on the official French singles chart. Just in case it was Cascada's "Evacuate The Dancefloor".
I'm not surprised. First, the level of sales is low relative to the population, more than in the UK. Second, the chart still includes only physical sales.
Usher's "OMG" sold in 58385 copies for #1 in the UK
Stromae's "Alors On Danse" sold in 12913 copies for #1 in France*
*3986 for #1 on main, physical only chart, and 8927 for #1 on digital chart.

It's mind boggling that the French refuse to incorporate downloads in their charts.

Single CD sales are still rather high in Japan relative to other markets. Also, Oricon tried to launch it's own downloading site and failed miserably. The real reason they aren't monitoring digital sales is because they failed to obtain a monopoly on it.

I would argue the same case in the UK and Australia where they refuse to include Airplay in their charts.

Wow.. That means anybody can make a CD and appear on the chart, if that counts for anything at all.

The vast majority of markets around the world have official singles charts that are based only on sales. But UK and AUS are again two major markets, hence a comprehensive chart would reflect the music scene there, like US. Moving to France to get my French SMASH. Goodbye all. LOL. Bye bye.

Physical sales for foreign singles, though, are pretty much irrelevant in Japan, no? Granted, the main Oricon 100 Singles chart always was dominated by Japanese acts (more than the albums chart), so maybe it's not much of an issue.
The "12 copies' sounds like the requirement is similar to the USA's Hot Singles Sales chart. :)

I would argue the same case in the UK and Australia where they refuse to include Airplay in their charts. It would work with those countries, especially with nationalized radio. The US is very different with regards to the number of radio stations.

Foreign singles do terribly on the Oricon chart, but they don't do all that well digitally so it wouldn't make a huge difference.

^Yah, I guess the only recent exception is Madge's "Miles Away," thanks to use in one of Japan's most popular programs. It was a big digital hit, but as Oricon doesn't include digital sales on the singles chart, it didn't appear.

And since then Backstreet Boys' "Straight Through My Heart", Lady GaGa's "Telephone", & Avril Lavigne's "Alice".
