I still don't understand how Rob Thomas got to number 1, and how he's been there for 8 weeks.

I do, airplay. And since this chart is prolly based on airplay, having the most airplay caused him to be #1 for 8 weeks. Congrats, Rob!

but the fact that hes not CANCON, and it wasn't even a big hit in the states.. How is it big in Canada... :S

Exactly... Rob Thomas has been huge on HotAC stations across the country, and since the chart is based on airplay, that's how he gained #1.
However, it has been a decent hit in the US. It's #1 for a second week on the HotAC version of the AT40.
I admit, I'm kinda sick of the song, and look forward to someone else taking #1 soon.

Lifehouse and U2 are both doing really well for non-CanCon tracks and that Collective Soul song is basically DOA in the US but C100 plays it too much and it's Top 10 here. Rob isn't the only example.
