It's very clear that there are those who want to keep the definition of "bullet" stagnant, but as time goes on our terminology of changes of the "move" column will likely expand for "bullet" to be used in both positive and negative scenarios. And I will continue to use it as such in order to help facilitate this evolution of the definition of "bullet".

Not trying to nitpick here, but the term 'bullet' has always referred to a song that has gained spins compared to the previous week of airplay. Only songs that had gained spins were bulleted (with black circles around the position numbers) when Radio and Records was publishing charts and only songs gaining spins are bulleted (with red arrows) on the Mediabase charts. Honestly, I'm not seeing how 'bullet' is officially evolving to include songs losing spins, because the only place I've ever seen the term 'negative bullet' used is here.

The only reason why this song has gained in the last couple of days is because of memorial day weekend.Alot of hit music stations are spinning it more cause they know that the teenage girls are sitting by the pool or the beach and their listening to the radio,therefore more spins for beiber.On school days ive noticed that beiber gets most of his spins between 230pm and 9 pm.

Actually the breakdown of the times the majority of his spins occur follow: OVN > EVE > MID > PM > AM (that is he's been receiving the majority of his spins in the OVN timeslot and least during the AM timeslot). Also today's and tomorrow's updates correlate with the Memorial Day Weekend effect, not the days prior.
Regardless, the real reason why this is bouncing around is due to the station mismatching that's going on. A lot of the stations spinning this in power rotation last week are now dropping it, whereas a new group of stations are putting it into power rotation. So this actually is getting -40 on some stations, +35 on another, etc... So it's a little yo-yo effect going on.

They're both appearing pretty versatile and have been switching positions the past few days. If Usher does get another good update and tops Justin again tomorrow, it'd be funny.

It's funny you bring that up because CHR/Pop is exactly the last place you would look to find groundbreaking music and, in fact, thrives on promoting music that fits a particular formula. From that, it stands to say that being controversial gets you attention, but popularity is not always fed by wearing a meat dress or showing up to the Grammys with a exorcist-esque performance. For Bieber, it was taking advantage of random, transient attention by looking and sounding different from his peers and appeal to a specific demographic (or more than one demographic) of people while getting constant attention from others in the form of mockery or dislike. For some of the most embraced superstars of our time, this has been their exact source of fame; this includes Lady Gaga and Taylor Swift among others. At the moment, he occupies a niche in the musical business and his popularity is pretty easy to understand; you're just letting your personal dislike of him get in the way of it. --- Looks like this is getting a second wind, which is wonderful for its success. Looks like it will be an uphill battle for a new peak, but since so many songs above him are falling, if he keeps up the consistent gaining I'm sure he can rise another spot at the rate he is going right now.
