I think labels can request to not have releases of their choice not chart. I think something like that happened with Tha Carter III where the label requested that it wouldn't be put on the charts when it sold a decent amount through street date violations so it could debut at #1 next week.

Madonna is the 80's legend and GOD Mariah is the 90's legend but there really isnt a legend for the last 13 yrs and thats sad. Elvis was a legend in the 50's, The Beatles were legends in the 60's. There really wasn't any one legend in the 70's, but there were some obvious superstars. And Madonna shared the 80's with Michael Jackson.

wow at people seething at rihanns reign using excuses of different caliber of artist or different chart time...well the chart evolves im sure the tactics mariah worked to get her #1s wasnt exactly the same as the beatles and its about the charts representing a snapshot in time anyways. the anger and frustrarion is real for rihanna. wonders what will happen with er 14th #1 with her shakira feature or her possible 15 and sweet 16 #1s with her first two singles off of her summer 2014 album. lol. You Rihanna fans should have learned by now not to count your #1's before they hatch. ;)

Some throw out the word "legend" as a result of chart success, but it's about a lot more than that. Rihanna already is a chart "legend," I suppose.

Yeah, I don't think X factor would request for these songs not to chart. Just the opposite, I'm sure they'd be happy to have some acts charting on Billboard for popularity sake. It seems rather odd to me.

There are probably several heading towards that direction, don't you think? Beyonce is definitely one of them that's on her way. um, there are a few: eminem, britney, justin timberlake, beyonce, jay z, kanye, alicia keys and pink. Let's not mention Justin without throwing in Usher's equally (probably more) impressive career too.

The reason why they are ranked is because they are used as a voting multiplier. The #1 selling song from the show gets X Amount of extra votes added to their tally.

They're all buzzwords with no real criteria or meaning. which means saying no legends exist in the 90s and 00s because it is too soon is a personal criterion. i have a hard time not calling mariah a legend or celine dion shania twain faith hill etc. i feel the time is right...just my personal opinion. but yes at the other poster i dont think theres a thin line between superstar and legend but i guess what some of us might deem legend some might just deem icon and legend in the making.

Outside parties wouldn't have any say in the decision to report sales, I don't think. There are only two reasons why the numbers would be withheld from SoundScan: 1) Somebody at iTunes made that decision. 2) Somebody with The X Factor made that decision. iTunes reports sales for plenty of its other exclusive tracks, so I don't see any incentive for them to not report these sales. I think it must be an X Factor decision. Why that decision was made I don't know, since anyone with iTunes can still see how the songs are performing relative to one another.

Bolded the only part that I (and I would assume most people) check for when considering how many number one songs an artist has (well, "credited" more than involved), so yes, I would say the thirteen number ones are equally impressive for the few artists who have managed to reach that mark. It's not like many artists have a thirteenth Hot 100 number one in any form.

Is Timbaland's #1 with OneRepublic on the same level as Ringo Starr's 16th #1 with the Beatles? Is Jay-Z's contribution to Umbrella on the same level as Boyz II Men's contribution to One Sweet Day?
Pick any two songs and the level of perceived involvement will be different. If you're going to knit-pick at one song, we may as well start at the beginning. And there have been over 1,000 #1s in Hot 100 history.

I think labels can request to not have releases of their choice not chart. That happens in Australia. Until recently it was usually just a couple singles here and there being denied for a week or two in hope for a higher debut (probably a 'tradition' continued from the physical days when labels had more control over the charts), but it's gotten a bit over the top lately with two tracks from One Direction that reached #2 on the Digital Tracks chart being denied from the main ARIA Singles Chart (they would have charted at #2 or at least within a few spots of that; the only real differences between the two lists are denied songs, combined versions and the main chart being a full top 100), and most notably Katy Perry's "Dark Horse", which has charted 37-6-5-11-9-8-8-10-6-7-12-11 on Digital (and is a top 10 airplay hit here too, well above "Unconditionally" on both counts) - a major chart run not allowed in official chart records because of label demands (or alternatively, ARIA giving labels the power to do so). I'd never known until now labels are allowed to do that in the US; I really hope it doesn't catch on.

Usher has had a great number of hits it's true and yet I don't think people really care about him on a personal level. He was a coach on The Voice, for instance, and nobody really cared, if it had been Justin it'd be earth-shattering news, everyone talking about it, analyzing his every critique, etc.
