Limited myself to those who are "singers" (vocalists vs. character-oriented artists, where I'd include Willie). And have had substantial popularity in my lifetime - Loretta feels like a whole other age of legend.
Dolly Parton Ronnie Dunn George Strait Alison Krauss Sara Evans Toby Keith Reba ...just to go with a few on first thought.
I took this as body of work, not actually "best singer"=vocalist. If it had been the latter I might have added people like Chris Young or David Nail.

Greatest singer, as in vocally? Probably one of Trisha Yearwood, Connie Smith, or Alison Krauss.
Greatest overall artist? Merle or Willie.

For the men , Travis Tritt & Gene Watson for me. I would add Ronnie Milsap but while he still sounds great , his voice has weakened quite a bit in recent years.
For the females Lee Ann Womack , Dawn Sears & Trisha Yearwood.
